      Eugene Charles Seibert was born October 1, 1878, in Berea, Ohio, to immigrant parents. his father was Carl Eugen Seibert, of Frankfurt, Germany. His mother was Marie (last name unknown) of Switzerland. Mr. Seibert died September 24, 1941, in Texarkana, Arkansas. He was mayor of Texarkana, married to Fannie Gwendolyn DeLay Seibert, of Alvarado, Johnson County, Texas. He worked at some time for the architectural firm of Sanguinet and Staats in Fort Worth, Texas. He was a principal in the firm Witt and Seibert, and later added another partner to become Witt, Seibert and Halsey, both in Texarkana, Arkansas. He did extensive work in and around the Texarkana area.
